Substitute a credential for an argument.
Authority is a shortcut, and shortcuts are exploitable. "Experts say" can introduce genuine expertise or launder an opinion, and the sentence reads identically either way. The question is never whether someone is an authority. It is whether the authority is doing any arguing.
